Notice of CDBG Consolidated 5-Year Plan Public Participation Workshops and Public Hearing The City of Coeur d'Alene will hold two public participation workshops in preparation for the development of its future 5-Year Consolidated Plan which will guide the use of funds for its annual allocation of Community Development Block Grant (CDBG) funds, issued from the Housing and Urban Development Agency (HUD). USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai and Shoshone Counties, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) is seeking comments on activities proposed on National Forest System lands in an area approximately 35 miles northeast of Coeur d'Alene, Idaho. The proposal has been identified as the Potter's Wheel Project. The 29,000-acre project area is located entirely within Kootenai and Shoshone Counties, in the Upper Tepee Creek and Trail Creek subwatersheds (portions of T50N-R2E; T50N-R3E; T51N-R2E; T51N-R3E; T52N-R2E; T52N-R3E; Boise Meridian). Objectives are to establish and maintain resilient forest stand structure and species composition across the landscape; contribute to employment and income in local communities by providing forest products from National Forest System lands; and improve water quality and aquatic habitats. The proposed action includes approximately 5,000 acres of commercial timber harvest and associated activities; 1,400 acres of non-commercial vegetation management activities (precommercial thinning, rehab burning and planting, woody vegetation establishment, and prescribed burning of natural fuels); and watershed improvement activities (road decommissioning, road storage, aquatic organism passage improvement, stream restoration, and stream channel crossing restoration). The project area overlaps a portion of Inventoried Roadless Area (IRA). In the Tepee Creek IRA, a combination of proposed harvesting (56 acres), prescribed burning (46 acres), and tree planting is proposed to rapidly reduce the density of shade-tolerant species while favoring the persistence of western larch and the largest Douglas-fir, which would help trend conditions in the area toward desired conditions as described in the Forest Plan. No new road construction would occur within the roadless area. As required by NFMA and the planning rule, all projects and activities authorized by the Forest Service must be consistent with applicable plan components (16 U.S.C. 1604(i)) as described at 36 CFR 219.15 of the 2012 Planning Rule). Where a proposed project or activity would not be consistent with plan direction, the responsible official has the following options: (1) modify the project to make it consistent, (2) reject the proposed project, or (3) amend the forest plan so that it will be be consistent with the project. The amendment may be limited to apply only to the project or activity and may be adopted at the same time as the approval of the project or activity via project specific environmental analysis and public involvement (36 CFR Sec. 219.10(f). As part of the proposed action, a site-specific Forest Plan amendment may be considered in order to maximize the vegetation restoration objectives of the project. Forest-wide guideline FW-GDL-WL-13 states that management activities in elk manaement units should maintain existing levels of elk security. The proposed harvest may reduce vegetation to the extent that elk habitat security is decreased, which would not be consistent with that guideline. The long-term benefit of the proposed amendment for elk is the opportunity to be able to create greater amounts of early seral forage habitat over a broader area, and in locations where elk are less vulnerable. A letter has been sent to those people potentially interested in or affected by the proposal, further describing conditions in the project area, the purpose and need for action, and proposed activities. NOTICE OF PUBLIC HEARING The City Council will hold a Public Hearing on November 8, 2017 commencing at 6:00 PM, or soon thereafter as can be heard after the meeting commences, at Rathdrum City Hall, 8047 W. Main Street, Rathdrum, ID 83858. The purpose of this hearing is to hear evidence and testimony regarding a Planned Unit Development (PUD)/PUD Amendment and a Subdivision at the same time of approximately 51 residential lots and one (1) lot for a community center for the proposed project on approximately 10 acres to be known as Diamond Spike Estates, located west of North Golden Spike Boulevard and North of Nagel Road situated in the north half of Section 1, Township 51N, Range 5W., Boise Meridian, City of Rathdrum, Kootenai County Idaho. The applications were submitted by David and Jill Spiker. Oral testimony may be limited to 3 minutes. Written comments may be submitted prior to the City Council meeting, but must be received by the Planning and Zoning office, 8047 W Main Street, Rathdrum, ID 83858, no later than November 1, 2017 in order to be considered by the Planning and Zoning Commission. A copy of the proposal is available at the Planning and Zoning office downstairs at City Hall for inspection by all interested parties. Rathdrum City Hall is an ADA accessible building. NOTICE OF PUBLIC HEARING The Rathdrum City Council will hold a public hearing on November 8, 2017, commencing at 6:00 PM located at Rathdrum City Hall, 8047 W. Main Street, Rathdrum, ID 83858. The purpose of this hearing is to hear testimony regarding a proposal to annex and apply initial zoning to three (3) parcels of land consisting of 36.97 acres more or less, The property is generally located on the northeast corner of Highway 41 and Lancaster Road a parcel of land being a portion of State Highway 41 Right of Way and Lots 1, 2 and 3, Block 1 of Meter Tracts filed in book G of Plats at Page 263, Records of Kootenai County lying in the southwest quarter of Section 6, Township 51 North, Range 4 West, Boise Meridian, Kootenai County, Idaho. The current Comprehensive Plan designation is Transformational. The proposed zoning designation for the subject property is C-2, Commercial. The existing zoning designation is Agriculture. A copy of the proposal is available for inspection by the public at the Public Works office in Rathdrum City Hall. Written comments may be submitted at any time prior to the public hearing. In order to be included in the record provided to the City Council, written comments must be received by the Public Works Department located at the address above no later than 5:00 p.m., November 1, 2017. Members of the public may provide oral testimony at the public hearing concerning the proposal. Oral testimony may be limited to 3 minutes per person. Rathdrum City Hall is an ADA accessible building.
