PUBLIC NOTICE Pursuant to 42 CFR§447.205, the Department of Health and Welfare is giving public notice of an impending change in the Idaho State Medicaid Plan. The State Plan Amendment (SPA) will update the payment policy which affects federal funding for services received by Medicaid-eligible individuals who are Tribal Medicaid beneficiaries through facilities operated by Indian Health Service (IHS) or by Tribes. These changes will allow IHS/Tribal facilities to enter into written care coordination agreements with non-IHS/Tribal providers to furnish certain services for their patients who are Tribal Medicaid beneficiaries. This change, is intended to help Idaho, the IHS, and Tribes to improve delivery systems for Tribal Medicaid beneficiaries by increasing acces to care, strengthening continuity of care, and improving population health. Tribal facilities that wish to bill for services furnished to their Medicaid beneficiaries outside of their "four walls" will need to change their provider enrollment from "clinic" to a Federally Qualified Health Clinic (FQHC) by applying to become an FQHC through Molina Healthcare at www.idmedicaid.com after January 2, 2018.
