Kelly Hanson, left, 2006 Realtor of the Year, presents Anne Anderson with the 2007 Realtor of the Year Award for the Coeur d'Alene Association of Realtors. Hanson was also the 2006 Realtor of the Year for the state of Idaho.

Recipient is co-owner of Lakeshore Realty and a certified commercial investment member

COEUR d'ALENE -- Twenty years in the Coeur d'Alene Association of Realtors earned Anne Anderson, co-owner of Lakeshore Realty and a certified commercial investment member, the respect of her peers. Anderson was named the association's Realtor of the Year for 2007 at Wednesday's general membership meeting of the organization.

After a nomination process, the five previous Realtors of the year make the final decision. Anderson, a member of the Honor Society and Circle of Excellence, in an emotional gesture asked that the honor be transferred to the late Laura Fulton, a well-known Realtor who died suddenly June 25 at the age of 49. Fulton will be considered for Idaho Realtor of the Year.

In addition to her real estate career, Anderson and her husband and partner in Lakeshore Realty, Don Anderson, have raised four daughters.

New officers for 2008 were announced. Richard Jurvelin, with Windermere Coeur d'Alene Realty, will serve as CAR president, with Dan Flanagan, of C-21 John Beutler and Associates, as president-elect. Linda Wilhelm, of Coldwell Banker Schneidmiller Realty, will serve as vice-president, Jill Satterly, with Windermere, will be the new secretary-treasurer, and Vicki Houle, with Windermere, is the state director. New local directors are Hap Hilbish with C-21, Kim Cooper with Windermere and Nancy White, of Coldwell Banker.

The Multiple Listing Service president for 2008 will be Ken Gavan, of Coldwell Banker. Tina Hood of C-21 is the president-elect, Dennis White of Coldwell Banker will serve as secretary-treasurer, and two new directors are Katie Bane, with C-21, and Jan Leaf, with Coldwell Banker.

The guest speaker at the meeting was David Tuthill, the director of the Idaho Department of Water Resources. His message to the Realtors was that his department is seeing an increase in water disputes.

Tuthill said in the future water will be an increasingly important part of property values, and the Realtors will be expected to be knowledgeable regarding water rights. Title companies will also be moving toward including water rights in their title searches. He stressed that they need to make this evolution as smooth as possible.

He said a water right is needed when a new water use is proposed, at the time of a water right adjudication or when property changes hands.

"First in time is first in right," Tuthill said. "Each person or entity who directs water and beneficially uses it acquires a water right."

For water systems, such as a city water system, the operators of the system acquire the right.

He said the two ways to acquire a water right are by diversion and beneficial use, or applying with the IDWR. He said this applies statewide.
