Records request pinpoints suspect

Alleged embezzler was fired Tuesday

COEUR d'ALENE - By process of elimination, The Press has determined who's accused of embezzling thousands of dollars from the city of Coeur d'Alene.

A public records request from The Press shows Sheryl Carroll as the Finance Department employee who was fired Tuesday. The request, submitted Tuesday, asked for a list of all city finance employees on Friday, July 20, and a list of all finance employees on Wednesday, July 25. Carroll was the only employee who was not on both lists.

The investigation of the alleged embezzlement, headed by the Kootenai County Sheriff's Office, is still open, and the city is not releasing the name of the employee because of personnel rules.

Asked Wednesday whether any other city finance employee has left the department in the last few weeks other than the terminated position, City Attorney Mike Gridley said there hadn't been.

"Nobody else," he said. "We're a very stable employee group."

When news of the suspected embezzlement broke last week, Gridley said the suspected employee was involved in payroll processing and had worked for the city since 2002.

The city's human resource department said Wednesday that Carroll was hired Oct. 17, 2002.

Carroll was earning $23.41 an hour at the time she was fired.

Reached by phone Wednesday, Carroll hung up on a Press reporter.

The employee suspected of embezzling, identified in previous stories as a female, was terminated Tuesday after she did not show up for a personnel meeting with city department heads Monday afternoon to address the allegations she stole city funds.

    The law will deal with her. What I want to know is what was the director of finance doing. Obviously not his job. He should be canned. I have run a business for many years with lots of checks going out each month. Its very easy to review and audit the checks before they're sent..he must be to busy planning his next rip or to busy killing time on the web..having coffee..making personal calls..whatever. He obviously is asleep at the wheel. Out with Troy.

    Wow, so much for "innocent until proven guilty"! With almost no facts everyone seems angry this person is still walking the streets...I hope each of you finds a similar justice in your lives one day.

    Why don't you just (metaphorically) get a rope and finish the job you started? ...oh, wait, you already did.

    Sounds like this woman screwed up pretty bad and just needs to come clean, apologize, and seek the mercy of the court when she is arrested. Since it sounds pretty clear that a crime was committed, a logical conclusion would be that an arrest would happen. I'm guessing the money doesn't seem that important to her now. I feel sorry for her that she felt so desperate to steal from the public.

    Why has the city been so secretive about this crime? They said it was because of "personnel rules" what exactly does that mean? This person that allegedly has done this crime should be exposed to the public immediately. Still no information on the approximate amount that was allegedly embezzeled. Looks like the Press will need to do another records request to get that information too. See Mayor, this is why people don't have a whole lot of confidence in our city officials.
