DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR Hecla Limited Lucky Friday Mine PROPOSED ACTION: The Hecla Limited Lucky Friday Mine applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its industrial wastewater located in Mullan, ID. This draft permit authorizes the discharge of treated industrial wastewater year-round to the South Fork Coeur d’Alene River. The city’s current IPDES permit was issued on 6/21/2019 (modified November 1, 2020) and expires on 7/31/2024. This new modified version of that permit will retain the expiration date. The modification incorporates the recently collected site-specific copper biotic ligand model (BLM) data, site-specific copper dissolved metal translator (DMT) data, and to provide an opportunity for the relocation of Outfall 003. The formal public notification of a draft permit initiates a minimum 30-day public review and comment period, and this will be an opportunity for any interested stakeholders to comment on the content of the permit, specific to only those parts of the permit that have been revised from the 2019 permit that was modified and effective on 11/1/2020, as outlined in the modified fact sheet. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Written comments on the draft permit and fact sheet will be accepted through February 22, 2024, at 5 p.m., MST. A public meeting may be held if requested in writing by February 06, 2024.
